The only way that I know to find out is call the parks at Yuba I use to have the number but I don't see it now...

As of monday there wasnt any solid ice.There was open water and the fishing is slow!!!![unsure] Conditions might have changed since then .Here is the # to the state park 435-758-2611 and here is the # to the weather station there 435-758-2683.
