*** Marine Closures *** - BobO - 09-29-2001

Next week will be an unprecedented schedule of important meetings that will make important determinations about future marine closures in Southern California. All the meetings will be important. I will be attending all the meetings except maybe the Omni Hotel meeting as I will be driving back from Santa Barbara that evening.
My recommendation as the most important to attend is the October 4 meeting in San Diego. We will be encouraging people to come and if you wish bring a boat for anchoring off the Shedd Auditorium in Mission Bay. Tom is arranging for shuttle boats to shore. Come and fish and participate, or just come and participate. You could fish the early am bite in one of the proposed reserves and then come in and join the meeting. Reserves are number 4 on the agenda and will start probably between 10 and 11 with the entire afternoon likely devoted to public testimony. Preceding this item at agenda item 3 is the Department's White Seabass plan.
If you can't make the 4th or 5th during the day (the 5th will have the nearshore plan which also recommends reserves), then I would very strongly recommend you at least attend one of the evening discussions on the nearshore plan held on the Oct 2nd 7-10pm at the OMNI Hotel in LA or Oct 3 7-10pm at the Shedd Auditorium in San Diego.

The angler really serious about this marine closure business will try hard to attend the 4th in San Diego and one of the evening sessions on the nearshore plan with its closure schedule.

Meeting details follow:
_________________________

Fish and Game Commission Meeting - Decision meeting
October 4-5, 2001*
Thursday and Friday starting at 9 a.m. both days.
(Discuss Sport Fishing Recommendations) Hubbs-Sea World Research Institute
Shedd Auditorium
2595 Ingraham Street
San Diego
At this meeting the commission intends to go to notice on a list of options for the Channel Islands Marine Closures and the Nearshore Rockfish FMP where the DFG is recommending percentages of closures that complements the maps we have already seen. These are incredibly important meetings as they could be the first round of marine closures and what happens here will set the tone for the rest. Channel Islands closures are specific and are on the agenda for the 4th and the Nearshore Marine Closures are on the agenda for the 5th.

____________________________________________________

Commission Hearings On Nearshore FMP - Public Input meeting
The September 12 and September 13 Commission Hearings have been rescheduled for the following dates:
Tuesday, October 2
Fish & Game Commission Public Hearing
OMNI Los Angeles Hotel, Bunker Hill Room
251 South Olive Street, Los Angeles
7 p.m. to 10 p.m.
Wednesday, October 3
Fish & Game Commission Public Hearing
Hubbs-Sea World Research Institute, West Room
2595 Ingraham Street, San Diego
7 p.m. to 10 p.m.

These are meetings where the commission will hear public comment on the Nearshore Rockfish FMP. This FMP is recommending 15% closure of the Southern California area to protect nearshore rockfish including sheephead, sculpin, blue rockfish, brown rockfish, gopher rockfish, china rockfish, black rockfish, yellow and black rockfish, cabezon, rock and kelp greenling, grass rockfish, olive rockfish, calico rockfish, kelp rockfish, copper rockfish, quillback rockfish, treefish, and monkeyface prickleback. Many of these closures however may also restrict fishing for calico bass, yellowtail, white seabass, halibut, barracuda, bonito, sandbass and all other fishes. Very important to be there.

-----------------------------------------------------------------

Scientific and Statistical Committee's Ad Hoc Marine Reserves Subcommittee to Hold Work Session - Government planning meeting

The Pacific Fishery Management Council's (Council) Scientific and Statistical Committee's Ad Hoc Marine Reserves Subcommittee will hold a work session which is open to the public. The primary purpose of the work session will be to evaluate the scientific basis for determining reserve size. As time permits, other scientific issues relative to marine reserves may also be discussed.
The subcommittee will meet in Santa Barbara, California on Monday, October 1, 2001 from 10 a.m. to 5 p.m.; and Tuesday, October 2, 2001 from 8:30 a.m. until business for the day is completed.
The work session will be held at the following location:
Victoria Hall
33 West Victoria Street
Santa Barbara, CA 93101
(805) 730-1038

These meetings will be where the state presents its scientific basis for reserves to the federal authorities. No decision makers are scheduled to be at these meetings but there may be some interesting information being passed around.

Edited by Capt_Dan_Kauai on 09/29/01 09:20 AM.
