Has anybody heard or know when the 2004 fishing or combo license will be able to be baught? Its usually in Dec. but I haven't heard when?

They are available at www.wildlife.utah.gov. It's better to get them online too since they're pre-printed and on tear resistant paper instead of regular paper. You get them in the mail in like 3 or 4 days.
