ok, new to area, but if upper provo is the stretch that runs down through that canyon below Deer Creek then....
i went to strawberry last weekend and came down through that area and every place that had a place to park a car was taken. all the areas that i could see from the road had people fishing...mostly fly fisherman spaced about 20 feet apart....had actually thought about stopping along there on the way down...but there was no place to park, even if there had been ...i don't enjoy fishing elbow to elbow....lol not sure if this is useful or not. The Upper Provo is the river that parallels the Mirror Lake highway (SR150)

That is what is called the Lower Provo. The Middle is between Deer Creek and Jordanelle and above that is the Upper Provo.

where is the Olmstead diversion referred to in the proclamation?

The Olmstead diversion is about 1 mile downriver from Vivian Park.

The Olmstead Diversion Dam is where they take water into the pipe you see running down the lower part of the canyon. This water is treated and used for culinary water. Therefore the river is usually smaller below this dam. Not sure how its running this year as I have heard that they are allowing more all the way to Utah Lake so the June Sucker can spawn better. I was taught to fish up that canyon. My dad used take me up their just about every week during the summer. Started fishing up their when I was three. I sure for a while I was more work for my dad, untangling my lines and whatnot. Most years its around Memorial Day Weekend that they open the gate to go up the canyon. I've seen years where you can't get over the top till after Memorial Day. But with the early spring it might be open already. John [signature]

Don't worry about it and you're welcome.
I don't like the crowds either but the fishing in that part of the river is surprisingly good despite all of the people. It's worth a try once in a while. Go on a weekday early in the morning and on bad weather days. It makes a big difference to be the first one to fish a run. [signature]

I already heard the gate above Soapstone is already open for the year, not a good sigh for the water situation but for fishing it is. I am headed up there tomorrow morning for a day in the mountains to check it all out!
