If you can't limit out on this deal, you might as well give up fishin'!
An article in the Trib about the whole deal:

Yesterday, I stopped by on the way to work and picked up some fish. To my suprise, they gave me two large bags of about 10-12 fish per bag. They are quite eager to give out the fish. They were still fresh, and as far as planters go, they tasted good when I ate a couple last night. They just ask that you use them. All of my relatives that always get irritated with my C&R tendencies will be happier with me for a while. The only thing I thought was unusual was that the bags weren't identified, which meant that technically, they couldn't tell where the fish were caught, thus I was also technically "over the limit" if I was checked at home or in my car.
