Making your own personal websit question

My I.P. gives free web space available for it's coustomers to place their own personal web site .
The problem , designing your own .
Where can you recive basic on line instructions to making your own web site ? What programs do you use ?

Since I'm a software engineer by trade, I just write it from scratch using HTML and javascript.

However, I know there are tools out there to help build websites, including Microsoft FrontPage (which I believe comes with Microsoft Office if you have that), Macromedia Dreamweaver (also you have to buy).

I found a couple of free ones searching on Google. I haven't investigated them though:

I dont know about your provider, but mine has a step by step instruction once I log in to my account then into my page.
