I talked to a neighbor who is very high up the food chain in the states' IT department. He said the DWR site was getting nailed with D.O.S. (Denial of Service) attacks by a bunch of "bot" computers. The DWR kept resetting their servers, but they were overwhelmed, so they banned a ton of IP's from accessing the site. I still cannot acess the site, and I'm not sure why my IP would have gotten banned, but I gave him my address and he said he would unban it for me. Still a big pain in the arse, but hey, at least I will be able to access them again. He did say make sure you have updated antivirus software, and to run an anti spyware program to make sure someone didn't sneak some lame software onto your computer. If you are still having problems, check your computer, and then talk to the state to see if they will unban your IP address. If it remains banned, you will not be able to get on their website. Die spammers/malware freaks, die!

If you want to know your IP address go [url "http://showmyip.com/"]here[/url]. Then talk to the state people and see if they will unban you.

Sometimes it cannot be helped. Many ISPs reuse IP addresses, and the one you have today may not be the one you have next week. Also, they use a technology called NAT which means many (hundreds) of computers can share the same ip address on the internet, but each have a unique one for the ISP. That means that as far as the DWR website can tell, you are the same machine as one of any number of other machines. It's tricky stuff to get around.
That is not always the case though, so it's always good to try.

Blocking IP addresses is a poor rout to take to guard from attacks. IP's can be spoofed, as well as the current problem the DWR is seeing. If they block 1 ISP's block of IP's, you block a whole range of users from accessing the site.
There are better ways of protecting your site than IP banning.

I did get my IP unblocked, so now I can access the site. I have a static IP address, so they just lifted the ban for my address. Only affects one machine.
