MARINE DISTRICT
Disorderly Conduct on the Water
On 9/23/08, EnCon Police Officer Mieldzioc was dispatched to the U.S. Coast Guard Station in New London to assist with a possible boating under the influence and assault case that occurred off of New London in Long Island Sound. The Coast Guard had received a report from a female aboard a vessel requesting assistance because she had been assaulted. The female was unsure of her position and stated her male companion was attempting to stop her from calling for help. The Coast Guard began searching for the vessel and was able to locate it off of New London. The male subject was taken into custody and the female party was taken aboard the Coast Guard vessel and both parties transported to the Coast Guard Station in New London. Officer Mieldzioc met the Coast Guard crew and interviewed both the male and female parties who turned out to be husband and wife. The female party stated that their vessel had become disabled and when she tried to call for assistance, her husband, who had been drinking, assaulted her. Officer Mieldzioc interviewed the husband who stated that his wife, who had been drinking heavily, began calling “mayday” on the VHF radio when they experienced engine problems. He stated she assaulted him when he tried to take the radio from him. Both subjects were arrested for disorderly conduct.
Sport Fishing Violation
On 9/27/08, EnCon Police Officers Hey and Samorajczyk were patrolling Long Island Sound in Westport. The officers conducted surveillance on two subjects fishing from shore and watched them catch and keep blackfish, scup and striped bass. The season for scup and blackfish was closed. The officers approached the two subjects and found them to be in possession of nineteen scup, four blackfish and three striped bass. All of the striped bass were less than the legal length of 28 inches. The subjects were issued summonses for the violations and released on scene. The fish were seized.
Commercial Fishing Arrest
On 9/22/08, EnCon Police Sgt. Healy, Officers Kane and Tavares and two Environmental Police Officers from Rhode Island arrested two subjects in Stonington for numerous striped bass violations, which were related to the illegal commercialization of the fish. Over a two day period, surveillance was conducted on a subject who was observed bringing numerous striped bass to his home on the Pawcatuck River in Stonington. On 9/22/08, the officers observed a seafood dealer go to the subject’s home and load numerous fish into the truck. A stop was conducted on the vehicle and there were fifteen striped bass and a fish box of scup in the vehicle. The dealer did not have a seafood dealer’s license in Connecticut. The officers went to the subject’s home and found another twenty-seven striped bass in a large vat outside of his home. The subject was issued a summons for numerous commercial fishing violations and all the fish seized. The seafood dealer was issued a summons for not having a Connecticut Seafood Dealers License. A total of 42 striped bass and approximately 80 lbs. of scup were seized. The fish were donated to a community meal center in Providence.
Car vs. Pedestrian Warrant
On 9/19/08, Officers from the State EnCon Police responded to West Rock State Park in New Haven for a report of a car versus pedestrian accident and the vehicle that struck the pedestrian left the scene without stopping. Upon arriving on scene, Sgt. Keith Schneider and Officer’s Chemacki and Esteban found that a principal of a nearby New Haven school was walking on a road in the park with one of his students when a vehicle struck him from behind. The vehicle was reported to be a jeep and had been observed driving erratically in the park. Officers Reilly and Gregonis went to Yale New Haven hospital to check on the condition of the victim. They found that the victim sustained non-life threatening injuries. The marker plate that was reported to the officers did not match the description of the vehicle and could not be immediately located. Over the next two days, Officer Esteban investigated several leads regarding the accident and found the involved vehicle at a residence in New Haven. The vehicle was seized and held at Troop I in Bethany. Officer Esteban showed a photo array to a witness and the victim and both identified the owner of the vehicle as the operator of the vehicle who left the scene of the accident. An arrest warrant is pending for the owner of the vehicle.

EASTERN DISTRICT

Deer Hunting Arrests
On 9/18/08, EnCon Police Officers Danielson and Rose were patrolling Nipmuck State Forest in Woodstock where they located two individuals who were bow hunting. One individual was found to be hunting with tags from 2006. He was arrested for illegal deer hunting and his bow hunting gear was confiscated. His partner was given a written warning for failure to report a deer kill within 24 hours.

On 9/23/08, EnCon Police Officer Vroman was patrolling Nipmuck State Forest in Union where he found a vehicle that was still parked in the forest at 9:30 PM. The bow hunters associated with that vehicle returned shortly thereafter. They had tracked and retrieved a deer that had been shot earlier. The hunter who shot the deer failed to tag it and was arrested and the deer and bow hunting gear were confiscated.

On 9/27/08, EnCon Police Officer Wojcik was patrolling private property where he had complaints from the previous year and encountered a bow hunter in a tree stand. He was able to watch the hunter for about an hour until he climbed down from his stand at the end of legal hunting hours. A routine check of the individual’s permits revealed that he was on private property without written permission. He was arrested for hunting private property without written consent and given a verbal warning for failure to sign his deer tags and his hunting gear was confiscated.

EnCon Police Officer Myers served an arrest warrant on an individual who was hunting illegally on private property in East Hampton back in May 2008. During the investigation the subject admitted to Officers Stanko and Myers that he had hunted numerous times after the legal deer season on Sundays with a crossbow. He stated he used the crossbow because he is a convicted felon and can’t legally use a firearm. He was arrested on numerous counts of Illegal Deer Hunting and Illegal Hunting of Deer with a crossbow.

Narcotics Violations
EnCon Police Sgt. Enright and Officer Williams were patrolling Little Pond State Boat Launch in Thompson on 9/6/08 where they encountered three Massachusetts youths who were sharing a “blunt”, marijuana cigar. They were cited for Prohibited Acts in a Boat Launch and released to the custody of their parents.

On 9/12/08, EnCon Police Sgt Enright and Officer Williams were alerted to a marijuana growing operation that contained thirty plants in Mansfield Hollow State Park. The Officers harvested and destroyed the plants.

On 9/28/08, EnCon Police Officer Wojcik was patrolling Stony Brook Reservoir in Montville and found three youths who were fishing illegally. They were charged with fishing without licenses, illegally fishing a reservoir and one youth was found to be illegally in possession of alcohol and marijuana.



WESTERN DISTRICT
Boating Accidents
On 9/10/08, EnCon Police Officer McGinn responded to a boat accident on the Housatonic River in Shelton. The operator launched the boat at the Devon launch in Milford and then proceeded north up the river. As the vessel began back southbound on the river the operator powered up the vessel after leaving a no wake zone. The boat accelerated to approximately 50 mph when the operator’s eye glasses were blown off his face. At that moment the operator turned the steering wheel sharp to the right and the boat went out of control. The operator was thrown to the left striking his head. The vessel proceeded up a rocky bank and was stuck between two trees. Shelton EMS responded and removed the operator and the single passenger to shore. Echo Hose Ambulance transported both victims to Bridgeport Hospital for treatment.
On 9/18/08, EnCon Police officers responded to a report of an overturned canoe on Monce Pond in Burlington. Officers determined that there were two subjects in the canoe when it overturned. Both subjects were not wearing a personal flotation device and drowned. Officers later determined that the canoe had been stolen and the subjects were paddling the canoe with shovels.
On 9/20/08, EnCon Police officers responded to a boating accident on the Connecticut River in Rocky Hill. Officers determined that the operator and sole occupant of the boat had fallen out of the boat while underway and were unable to climb back into the boat. Witnesses advised officers that the operator eventually went face down in the water. Rocky Hill Police arrived and pulled the victim out of the water. The victim was transported to Hartford Hospital by the Rocky Hill Fire Department where he later died. The victim was not wearing a personal flotation device.
On 9/20/08, while at the Rocky Hill boating accident, EnCon Police received a report of another boating accident in Lake Winnemaug in Watertown. EnCon Police officers responded and determined that two fishermen were in a small rowboat that began taking on water. Neither subjects were wearing personal flotation devices and as the boat sank one of the subjects went under water and drowned. A nearby resident heard the second subject calling for help and swam out to provide assistance. The resident located the subject who had gone underwater and pulled him to shore. The second subject was able to swim to shore. The Watertown Fire Department responded and was unable to resuscitate the subject who had gone under water. Neither subject was wearing personal flotation devices.
Deer Hunting Arrest Recovers Stolen ATV
On 09/19/08, based on information developed in August, EnCon Police Officers Yescott and Tomassone arrested two subjects for deer hunting over bait in Bloomfield. When Officers Yescott and Tomassone entered the property they discovered an ATV hidden under a camouflage tarp in the wood line. The Officers set up surveillance of the area and eventually observed two men walking towards the ATV; they were wearing camouflage clothing but did not have any hunting weapons with them. The two subjects told Officer Tomassone that they had been hunting from tree stands but that they saw a Conservation Officer walking around so they hid their archery equipment in the woods and tried to get back to their ATV to leave the area. Neither subject had Consent to hunt deer on private lands form, the ATV was unregistered and the subject who owned the ATV did not have written permission to ride on the property. Officers Yescott and Tomassone accompanied the two subjects back to where they were hunting. They recovered their bows, arrows and tree stand. The officers also located approximately two bushels of apples spread near the tree stand. One of the subjects told Officer Tomassone that he had put the apples there and had taken a deer there several days earlier. One subject was charged with Negligent Hunting 4th degree. The second subject was charged with Negligent Hunting 4th degree, Illegally deer hunting over bait, failing to tag a deer upon kill and for operating an unregistered ATV.
As a routine part of the investigation Officer Yescott ran the Vehicle Identification Number for the ATV to determine if it was stolen. Officer Yescott spoke with the ATV owner and determined that he had three other ATVs in his possession. It was determined that one of the ATVs had been reported stolen from the town of Southington in 2006. The subject was then arrested by Officer Yescott for Possession of stolen property for possessing the stolen ATV.
