Twin Lakes License question?

I am from Utah and I have been told that I do not need to purchase a fishing license for this lake specifically because it is not managed by the Idaho Game and Fish. Is this correct? Anyway to save some money would be great!

as you can see- the Idaho F& G are stocking that lake.

it is a private lake but, its stocked by the f&g and is a family friendly water.
