DNR cleaned house at Little Dell, I seem many people getting citations, mostly for harvesting cutthroats.

Hope they keep a presence.

I stopped their briefly on my way to East Canyon last week and flipped a few buggers out to try and snag a cuttie for the contest. I saw four groups that were fishing with worms and power bait.

Yeah, I was walking around the river just looking to see fish in the stream since I hadn't been having much luck and went on a little nature walk haha. 5 minutes later a ranger came to talk to me. Apparently they have a big problem with people netting fish down there which is . What's the fun in that? It was great to see the response time and that they keep a close eye on things down there. The ranger was very friendly, and then asked me if the people behind me in chairs were using bait. I couldn't tell if they were, never saw them throw a bobber. Like he said tho, normally if you're in a chair fishing you're using bait.

News to me. I never use bait, but I will sit. Called deep NYMPHING. Like worm and bobber, but a fly and an indicator.

It's pretty obvious if someone is using a fly rod or a spin rod with bait on it. I didn't say every time. I'd say 80% of the time if you're in a chair you're using bait. If you have a bobber on there is a 99% chance there is bait. (I left the 1% out for you and your fly strike indicator combo )

I know that even one using bait is too much, but I think there is a little more than one percent honest people. I am not just talking fly rod, this can be done with spinning gear and is done all the time. Just like you can put a worm, egg, or PB on a fly.

I think you're taking this way too literally. Fact is a higher percentage of people in chairs are using bait. This does not mean you can't throw a spinner from a chair.

I use to use 2 inch senko's or plastic curly tail grubs under a bobber and let it dead drift while I sit in chair on the shore. Factually im not fishing "bait" at least not concerning the dwr regs.

I don't know if you understand how statistics work. You folks are getting too worked up over this. All I said was that the majority of people in a chair use bait. Just cause you happen to sit in a chair not using bait does not make you the majority.
