This past week we fished directly north of the boat ramp in 10 FOW and pretty much anywhere between 8-10 FOW produced fish. The ice is 13" thick.
We used a variety of jigs, but the most productive were white Atomic Mites, Ratfinkis, and some custom jigs made by trfishin produced the larger fish.
You won't have to worry about spending the night. Pelican is managed by the BLM and I've never seen anyone out there.

Hey wel-don the last trip down there we caught a lot of fish off my small custom plastics and we were out off the east side of the lake. we had a great day between three of us we caught 130 bluegills and 38 bass.
I don't think you will have any problems camping out. we used to camp over by the boat ramp in the summer and stayed a few times in a cab over camper in the winter time on the east side of the lake. We always keep our camp area clean and everything picked up when we left and no one questioned us
