Springfield woes?

Just got back from doing a quick trip to springfield/mctucker/crystal spring area. I see alot of guys and FISH that stock up in the deep holes where ever there is an outlet from a pipe (usually at a road crossing). These holes really arn't an option on a flyrod.

I never see trout out in these creeks other than those spots. Am I missing something?
