The water in it is controlled by Weber Basin Water Conservancy District that "solely operates Smith and Morehouse, Rockport, Lost Creek, Causey and Willard Bay Reservoirs, has joint partnership responsibilities for East Canyon and Pineview reservoirs, and is a stockholder in Echo Reservoir." A check of the on-line plat information for Summit County shows the owner of Echo Dam & Reservoir as the US Government with an address in Washington, DC. This is fun - ain't it?
