Have they finished the work on the dam? have they started to fill it yet?

As of a couple of weeks ago they were still working on it. I doubt they will fill it this fall as they nearly drain it for winter every year. Here is a picture of my better half far above the reservoir a couple of weeks ago. It was almost completely empty, I can't imagine many if any fish lived.
