I have stopped there twice during working hours and found the station unmanned.

Both times I went into the weigh station and, the weigh masters were frustrated with the mussel stop, saying the guys running it were flakes that may or may not show up.

I have had similar experiences at the Wyo check station on the way to the gorge, two out of the 3 times I stopped nobody was there. Told the DNR guy about this at Lucerne who was doing checks and he said it was pretty common and not to worry about stopping if I launch on the Utah side.
