Pending State Record Wiper From Otter Creek

I came across this on the Otter Creek FB page Hayden from Cedar City caught this 18.08 LB wiper out of Otter Creek.

If Wipers were put in Utah Lake with the forage base UL has we could grow them that big year after year.
And since Wipers are sterile (unlike the Northern Pike threat we have now) we could control June Sucker predation, the White Bass could be balanced and grow to 14-15”, and we could have >20lb Wipers.

"We could control June sucker predation'?????  How?  By putting up signs telling the wipers not to eat Junies?  I don't believe wipers can read...or that they would follow the rules.
