If you decide you want it cut down flush with the floor, and just mount a pedestal on the floor (opening up walking room) go buy one of those oscillating multi-tools. The $15 one from Harbor Freight does a decent job. They allow you to cut right down to the level floor and can cut through wood, metal, plastic, etc.
