Its been answered already, but a "flame arrestor" is a metal, mesh screen that looks like an air filter that mounts above the carburetor where the air is sucked in. It arrests any backfire flames, which are quite common on carbureted engines. Not needed with fuel injection. Oh, the "approved" is US Coast Guard approved. Which I think all of the ones I've ever seen are USCG approved.
