Not really sure how land leases work, but my land ownership maps show it is all part of the National Forest. The Strawberry Water Users probably own a certain amount of the water, but they do not own the land.
I'm sure the companies do make a profit, otherwise they wouldn't be in business. It would be nice to know what cut they get for managing the areas. So far I haven't been impressed with them. I don't think they should be able to charge you for launching if you are already paying to use the campground.
