Hopefully someone that lives down there or has more experience with bass can answer your question but I did not think bass spawned this early

Not certain down there, but I'd guess post spawn given that bass in many places up in northern and NE Utah are in spawn mode currently. A friend who fished a different lake near St. George last week mentioned catching spawned out bass.
