Welcome to BFT carperboy,
Here's something the F&G wrote about Blackfoot Reservoir on the June 14th fishing report.
"All other trout-fishing reservoirs except Blackfoot Reservoir have been stocked and should provide good fishing this summer. Blackfoot Reservoir had been drained so low for the past two years (down to 4% of volume) that stocked fish have not survived in sufficient numbers to justify stocking. Because the Blackfoot Reservoir basin is large relative to the area of the watershed, a few months of above normal precipitation does not re-fill Blackfoot Reservoir. It is unlikely that the reservoir will fill to more than 1/3 full this year."
Traveling from California just to chase carp at Blackfoot Reservoir does sound crazy [crazy] but if you have that much fun doing it then you might as well go for it.
I've chased carp at Blackfoot for about 10 years now. I mostly target them during the spawn. In June of 2003 I didn't find that many carp at Blackfoot compared to the past and probably won't make a trip to that area just to fish until it recovers from the drought. I'm sure they are thick in september when it is low but I'm too busy packing my bow around the hills to think much about carp.
The dam is on the NE end of the resevoir. There are several arms/bays by the dam so I could only guess about which one they are talking about.
If you come to Idaho on a regular basis and would like a map that shows the dirt roads and small creeks the DeLorme Idaho Atlas & Gazetteer would be worth the $20. I use other maps for areas that I hunt but if you just want to see how to get to places to fish this map should surve you well. You can also use some of the free maps online but if you don't know the dirt roads out by Blackfoot Reservoir very well you better have a map in your truck.
