It's a joke among fishing Captains. The real name is Master of Unispected Passanger Vessels. It allows me to run a boat up to 100 gross tonage with paying passangers. The reason for the uninspected portion is boats under 100 tons don't have an annual requirement for USCG inspections. They still have to be able to pass inspection and follow all requirements that the USCG has imposed on fare carrying vessels.
I can't operate in the Great Lakes anymore since that requires a special endorement to run boats there. You have to operate 60 days (I think) a year on the GLs in order to qualify for that endoresment. I had it waived the first 5 years since I was active military but it since has run out. I just can't get home that often to keep it current.
If you ever want to get your license I'll fill you in on all the details. I don't use mine anymore but keep it current because I never want to take that test again. Who knows, one day I might use it again.
