Deer feeding ban in northwestern Minnesota remains in effect

I am actually curious and should probably do more research as to how MN DNR chooses the available moose hunting locations. I know where I deer hunt in st. Louis county is a non-moose hunting zone, but every year I see up to a dozen moose.

Does anyone have any knowledge of how the eligible zones are picked?
