I love it when people speak in absolutes. Wolves were in Utah long before human hunters and there was never a problem. It sounds like you're worried about the deer population. The biggest loss of dear comes from habitat and hunting. The way to increase deer is to improve the habitat. Outlaw building cabins in the mountains and ban cattle. The cattle destroy the native vegetation and poison the streams. Wolves are minor compared with cattle and human construction. There are about 2500 wolves in Minnesota and 1.2 million deer, more than four times the deer in Utah. Of course they don't let the cattle destroy the forests.
I love to hunt and fish and I'm not the least bit concerned about wolves. You want to increase the deer population - get rid of the ranchers.
