Bush Sr. did the right thing. He stepped in to defend a nearly defenseless country from illegal and violent aggression from its neighbor. He then stopped short of full invasion and overthrow of Iraq, but left Kuwait protected. Very little loss of life to our troops. Excellent work. He would have been stupid to keep going.
Bush Jr. on the other hand, attacked as an aggressor, not out of self defense, but as a 'preemptive' strike. That is a dangerous precedent to start. Iran could use that same argument against us. We have weapons of mass destruction, and are openly against Iran's regime. What would we think if they struck us in order to prevent us from attacking them? I don't think any American would think that is ok, but that is exactly what we did to Iraq. There was no credible evidence of a link between Iraq and the 9/11 attacks.
As for Obama, don't blame him for troops not having the right equipment. Blame the one who mandates how many troops we have out. We could cut costs by sending troops home, then giving the ones that remain the proper armor and protection they need. In fact, if we'd never sent those troops to Iraq in the first place, we could've saved the LIVES of thousands of our troops, plus Billions of dollars of our tax money.
