newbie float tuber

Bike patches sound cheap and easy. I am definitely wanting to make a pole rack. I would just like some plans before i start chopping up pvc. I got the split fins are they any better for tubing? I went out to boulder harbor for a test run. It was really low. There is a like a finger of bank that almost closes off the harbor where there is only like 10 feet of water. Can you even catch stripers with out boils? I am becoming very frustrated trying to catch these guys. I think all my lures I got are mainly for boiling stripers or something...?? I tossed all the lures i just got for like four hours and even floated all the way out past the harbor and could see hemmingyway i think it is.
