My 1974 Evinrude has the same valve. That selector valve means rich and lean and is used to slow your motor down so it will troll as slow as possible. At different altitudes you might need to turn the valve to rich other places lean to get the lower speeds. By the way, Evinrude and Johnson are basically the same motor.
