One reason that Utah has such a chub problem is because many people think that they can just move fish around to wherever they want. Whether it is because they think that a live fish is a superior bait, or because they think it will provide a better forage fish, or just because they want another sport fish. Don't expect the DWR to ever purposefully introduce chubs into a sportfishery water. That is just ludicrous! That would never solve the problem at Starvation. It would cause you to have another problem just like Strawberry. One of the big problems with Strawberry is it is that the fish are taken out before they get to a big enough size to start eating chubs. The DWR can't up the slot limit on all trout, because there are way too many people that want to be able to take fish home. Strawberry is the most heavily fished lake in Utah, which means the DWR has to attempt to balance too many variables. How do you grow fish large enough to keep the chubs in balance, while at the same time satisfy over 1 million angler hours with fish to take home to eat?
