Big problem with Starvation is the predator vs. prey ratio. There are way too many predators and not enough prey (basically, there are too many fish and not enough food). So, how do you fix this? By adding more fish? Adding chubs to starvation isn't going to do it. We already know that Starvation has chubs. So, why add more? Especially since we have already seen that the chubs aren't going to be able to put up with predation of the other fish. The solution is what the DWR is already asking fishermen to do. Remove more predators, so that the chubs can reproduce. It's no different than any other game management. It's obvious that Starvation has too many predators. Adding more prey will not help. The number of predators needs to be reduced to balance what the prey can thrive at. One way to fix this is to let Mother Nature take her course.
If you really enjoy fishing with live minnows in Utah, you really need to pull your head out! I can't tell you how many lakes in this state have been ruined, and how much money the state has had to spend to remove trash fish due to illegal introduction of fish by fishermen. If you want to use live bait, then go fish for your Ling Cod in Oregon. Or, better yet, go catch some Yellowtail, Albacore, and Tuna. But don't be using it in Utah. You don't need it in this state -- dead works just as good.
