The way I get it is Czech is allot of weight (in the fly) fast deep water, and you are basically pulling the fly trough.
High sticking, you are just following the fly letting it go at it's own speed.
While I understand the difference in the 2 techniques I wouldn't be so rigid in fishing one way or the other or even worrying about what to call it. Sometimes blending the 2 methods works well on our smaller streams in Utah. I like to nymph with a weighted fly (amount of weight varies although czech flies are usually just too heavy for our streams even in in the Spring). I usually let the current take it down but sometimes will pull it through varying amounts. I don't usually use extra weight elsewhere or an indicator. I always adjust how I fish based on the conditions I'm presented with. This can be different 10 feet up from the last spot you fished. Fishing this way with only a fly on your line is incredible sensitive to every movement of that fly. Learn and read about different techniques but adjust them to fit the water and conditions you are fishing and you will be a lot more sucessful. I'm just curious has any one actually tried the Czech technique here in Utah? If so what water where you fishing?
