Hmmm.... Not sure I can help you as I don't know what can or can't be shipped. I suggest that you pick up a nice vise, bobbin, and other small tools, then choose a couple of simple fly patterns of flies you use, and buy the materials to make them. Later add things for another fly and so on.
I don't know what you can buy locally, but on the vise you might search the past posts on here for suggestions. Kits have been talked about too, but that might not help you.Here is a discussion of kits
