So if someone "fails" the 2 hr. practical test and doesn't catch a fish, they don't get a license? If that's right, what an idea!
Don't get me wrong, the whole land baron and no public water part sucks big time. Wouldn't want any part of it. But still.
I've often commented to myself, "if you can't catch a fish on the Green River (15,000 trout per mile below FG), you shouldn't even be allowed to have a license."
