I think the definition is pretty dead on for waters that have that restriction. Tenkara like Czech Nymphing although old school over seas, fairly new to the USA. How many have you heard refer to Tenkara as a Crappy pole.
I have been in many discussions that don't consider Tenkara fly fishing. And all due to lack of reel. Those forums are being won over and I think the law will soon see this. But it takes time.
As far as worrying about ones definition, it is in writing and pretty plain to me. Never easier to ask for forgiveness than for permission. Ignorance is no excuse.
But, alas, no need to worry here in Utah as we have no Fly Fish only waters.
