I'm from Sacramento area, but moved to Utah in 1975. During the spring and fall striper runs I was on the river almost daily. I'm told that the runs aren't as big as they were then, but I don't know. There is also sturgeon fishing, mostly early spring, and salmon fishing in the Sacramento and American Rivers, and even some steelhead to be caught. Oh, and shad in the American. But the stripers are the big draw, and extremely addicting.
I used to love to drive down to San Pablo Bay and get on a party boat for the stripers too, or you can go to the Berkeley Marina and go for stipers in San Fran Bay, or king salmon or bottom fishing outside of the bay ("deep sea").
