Damon and I talked about them starting to eat smaller fish a few years back. If they are hungry, they got to eat, but good reason they are not stunted. I have caught 4" to 6" Sculpin in the river so it makes sense.
My go to fly is a larger softhackle that is a perfect imitation of a leech, but I do fish softwater. We have killed them on #12 Haresears, and Renegades. Not to mention Chironomids. I tried some articulated in June with nothing, but I am game to try again.
I know people that use bigger lures but they do add scent and or bait tip and they have done well.
