I concur that live bait is a tricky issue all around the US. What is allowed in one state is not in another.
Live nightcrawlers are pretty much allowed anywhere and Crawdads are one of the best live baits in the westernmost states.
Some prefer to use the imitations instead just in case there may be a problem.
Huddleston and Castaic Baits make so many different types of imitations that even the "Real" baits can get
