While the algae produces a toxin, that is not released until the algae DIES. In addition to the toxin, the resulting decomposition of the dead algae consumes the oxygen in the water and the combination kills all the aquatic life, vertebrate/invertebrate. So noting will really happen till late August, early September when the water temps drop, the algae dies, and then BOOM. Some minor depletion may occur during the time when the algae is rapidly growing, but plants (algae) consumes CO2 during growth and releases O2. The decomp does the opposite. Waterfowl will be affected due to lack of food, but also the possibility of Botulism appearing and releasing their toxins, which waterfowl are very susceptible to.
