Go to www.moonlakeresort.com they have boat rentals there. As for bait, I would take plenty of silver lures, silver spoons, I personally have been a fan of spinners with red blades too. Jakes lures are the best at moon lake though!! Silver with red dots.
Fish for splake in the water column from 30-65 feet, kokanee are a little shallower than that, from 15 feet to 40 feet. for Bows, brookies and browns, if you have a boat, try by the inlet, throwing spinners of night crawlers. If no boat, try the east side of the dam, there is a big rock right on the shore line, you wont miss it, try there. [signature]

We fished there this Saturday from our boat. We caught more than 40 kokanee, 20 Splake, and 10+ rainbows. I would definately rent or take a boat. The river inlet area was the only place that we saw anyone doing any good. It was crowded and it is a decent side hill jaunt. We were catching fish every where from the surface to 45 feet down. Most of the splake that we caught were 5 to 15 feet down. About half of the kokanees were 10 to 20 feet down and the other half were 30 to 45 feet down. The best location for us was uplake from the lodge along some cliffs and out from the cliffs in the center of the lake. The kokanee fishing was best over the deepest water in the lake (126 feet). I would recommend taking lead core line and going out about 5 colors or using a Pink Lady or Deep Six diver and putting it down 35 to 40 pulls. Both worked nearly as well as the downrigger for us. We used dodgers with kokanee kings and small willowleaf popgear with wedding rings, both tipped with meal worm. The colors didn't seem to matter as long as they were bright. Also the biggest fish of the day was a whole 13 inches with the kokanee averaging about 8 to 10 inches. Attached are some pictures of my neice with some of the standard sized kokanees.
