Indian Well state Park
On 7/4/08, EnCon Police Special Conservation Officer Victor Aviles was on patrol in Indian Well State Park in Shelton when he observed a group of females fighting at the beach area of the park. SCO Viles called for assistance from the other officers in the park. Captain Raul Camejo, Sergeant Keith Schneider and Officers Ray Ramos and Steve Stanko responded. By the time the additional officers arrived at the beach, the fight involved approximately 10 to 15 people. The EnCon officers began separating the subjects involved in the fight and took several into custody. The Shelton Police Department was contacted to provide additional backup for the EnCon Police officers. A total of five subjects were arrested for Creating a Public Disturbance. Two ambulances were dispatched and transported two subjects to the hospital for treatment. A number of minor injuries were treated on scene by EMS personnel.

On 7/13/08, EnCon Police Officers Erin Crossman, Peter McGinn and Sean Buckley responded to a report of a sexual assault at Indian Well State Park. The officers determined that a 17 year old male had approached a 12 year old female in the swim area and began touching the girl. Friends of the 12 year old girl alerted life guards on the beach who reported the incident. The officers located the 17 year old male subject, after the subject was positively identified, placed him under arrest and charged him with Unlawful Restraint, Breach of Peace, Disorderly Conduct, Public Indecency, Risk of Injury to a child and Interfering with an officer.

On 7/19/08, EnCon Police Officers Steve Stanko and Peter McGinn were on patrol in the area of the Maples Parking lot of Indian Well State Park. Officer Stanko observed a pickup truck quickly driving out of the parking lot onto Indian Well Road. Officer McGinn advised Officer Stanko that he had seen the operator of the truck carrying a bottle of beer before he got into the truck and drove out of the parking lot. Officer Stanko attempted to stop the pickup truck, however the operator refused to stop until it was on Route 110. Officer Stanko approached the truck and detected an odor of alcohol from the operator. Officer Stanko instructed the operator to exit his vehicle and conducted a field sobriety test, which the operator failed. The operator was taken into custody and transported to the Shelton Police Department where he failed two breath tests. The subject was arrested for operating under the influence.

Fatal Boating Accidents

7/19/08 at 01:15 AM, DEP Emergency dispatch received information from New Milford Police Department that a boating accident had just occurred on Candlewood Lake in the town of New Milford. New Milford Police reported that two (2) vessels were involved in the accident and that there were victims in the water. One victim appeared to be deceased on scene and three other victims were reported as injured. In addition, it was reported that a fifth victim was involved and was presently missing. EnCon Police Sergeants Mark Shaw and Keith Schneider responded along with Officers Erin Crossman, Ray Ramos, Matt Tomassone, Ed Yescott and John Hey. Initial investigation revealed that two (2) vessels collided which resulted in severe damage to one vessel. During the collision, an occupant of one vessel was ejected from the vessel into the water. A passing pontoon boat assisted in pulling one victim from the water from the second vessel and also in towing one vessel with two victims to a nearby dock. One victim was pronounced deceased on scene. All other victims were transported to Danbury hospital for serious injuries. The EnCon Police Boating Accident Reconstruction Unit was assigned to the investigation, which is currently ongoing.

On 7/21/08, EnCon Police Officer Sean Buckley responded to a report of a boating accident at Pierrepont Pond in Ridgefield. A 54 year old kayaker flipped out of his kayak and had been observed in distress prior to going under the water. The Ridgefield Police and Fire Departments responded and their dive team searched for the victim. The search was suspended at dark and resumed on 7/22. The CT State Police dive team eventually located the victim and transported him to shore. Officer Buckley is continuing the investigation into the cause of the accident.

EASTERN DISTRICT
Apprehension of Suspected Burglars
On 7/7/08, EnCon Police Officer Dwyer responded to a call for assistance by the Connecticut State Police of a reported burglary at a residence on Mashapaug Lake near Bigelow Hollow State Park. While checking the area Officer Dwyer spotted three individuals that matched the description of the suspects and when he approached their position they began to flee. The two male suspects were carrying a canoe, which they quickly abandoned. They were accompanied by a female and were chased approximately ¼ mile when Officer Dwyer tackled one of the suspects and was able to detain the others until they were restrained. Connecticut State Police arrived at the scene and assisted with processing the suspects at Troop C in Tolland.

Boating Enforcement Initiatives
Eastern District Officers were busy in July at State Boat Launches and Waterways issuing more than 80 warnings and infractions in a boating enforcement initiative. Offenses at Launches such as Billings Lake, Pachaug Pond, Gardner Lake, Coventry Lake, Mashapaug Lake, Beach Pond and others included Prohibited Acts at Launches and numerous boating violations such as Insufficient Personal Floatation Devices, Reckless Operation and Illegal Operation without Certificate.

Boating Accident
On 7/26/08, EnCon Police Capt. O’Connell, Officers Myers and Ruggerio responded to a boating accident on Bashan Lake in East Haddam, where the 8 year old operator of a kayak was struck by a ski boat sustaining a broken leg. The operator of the ski boat was arrested for Reckless Boating and Failure to Keep a Proper Lookout.

Wildlife
Bear complaints are on the rise in the Eastern District with incidents in North Stonington, Middletown and Tolland. There was an incident involving an attack on a 17 year old in Mansfield, where the assailing animal was suspected to be a coyote. At a private campground a rattlesnake was relocated after it was fitted with a radio tracking device that is being monitored by Wildlife personnel.

MARINE DISTRICT
Stolen Lobster Trap
On 7/2/08, EnCon Police Sgt. Healy responded to the Stonington Police Dept. to assist that agency with a motor vehicle stop involving lobster violations. A Stonington police officer observed a subject leave King Cove Marina in a vehicle with a lobster trap hanging out of the trunk. The officer conducted a motor vehicle stop on the operator for suspicion of driving under the influence. The officer arrested the operator for driving under the influence and noticed that there were several lobsters in the lobster trap. Sgt. Healy determined that the subject did not have a lobster license and the lobster trap did not belong to him. The three lobsters in the trap were less than the minimum legal length. The subject was charged by Stonington Police for Driving Under the Influence and Sgt. Healy charged the subject with Stealing lobster gear, possession of lobsters less than the minimum length and lobstering without a license.

DUI Arrest
On 7/4/08, EnCon Police Officer Reilly responded to Rocky Neck State Park for a motor vehicle accident involving a possible intoxicated driver. Upon arriving she met Officer Stackpole who was detaining the operator of the motor vehicle. The vehicle had struck a large rock when it ran off the main exit road by the rotary. Officer Reilly noticed the operator had a strong odor of alcoholic beverages. She conducted a series of field sobriety tests which the subject failed. Officer Reilly placed the subject under arrest and transported him to Troop E for processing. The subject took two breath tests which showed his blood alcohol levels over the legal limit of .o8. The subject was placed on a four hour hold and released on a $500.00 bond.

Hammonasset Beach State Park
On 7/12/08, EnCon Police Officers Tavares and Lindo responded to Hammonasset Beach State Park for a report of a disturbance in the campground. Upon arriving, the officers were told that a female appeared to have been assaulted by a male companion. Officer Tavares found a pregnant female who had an injury to her face. She stated that she had argued with her husband and he struck her across the face splitting her lip. Sgt. Bull arrived on the scene and he and Officer Lindo took the husband into custody. The husband was transported to Troop F in Westbrook and charged with Assault in the third degree and disorderly conduct and held on bond. Medical care was called for the pregnant female who was treated and released.

On 7/17/08, EnCon Police Officer Reilly responded to the campground at Hammonasset Beach State Park to assist Officer Savage with a possible wanted person. Upon arriving, she determined that the subject had an active warrant from Troop F. The subject was taken into custody and a search revealed that he was in possession of bag of suspected marijuana and three pipes commonly used to smoke crack cocaine. The subject was also wanted by the U.S. Fish and Wildlife Service. The subject was transported to Troop F where he was processed on the State EnCon Police charges of possession of marijuana and possession of drug paraphernalia and turned over to the State Police who had a $10,000 cash bond on the subject.

On 7/26/08, EnCon Police Officers DeFelice and Lewin were patrolling Hammonasset Beach State Park. While investigating an illegal fireworks complaint, they found a subject in the beach area of the park which is closed at sunset. The subject immediately became argumentative, which woke campers that were in the area. The officers attempted to take the subject into custody for disorderly conduct and the subject resisted. The officers physically struggled with the subject and were able to get him handcuffed. He was transported to Troop F by Officer DeFelice. While at the State Police Barracks, the subject refused to be fingerprinted and continued to disrupt the cellblock. The subject was held on a cash bond which was posted the next day. The subject was charged with Disorderly Conduct, Interfering with an Officer and Refusing to be fingerprinted.

BUI Arrest
On 7/19/08, EnCon Police Officer Tavares and Special Conservation Officer Christiana were patrolling the Connecticut River when they noticed a Jet-Ski speeding in circles under the railroad bridge in Old Lyme. The area is a no wake zone. They stopped the jet-ski and spoke to the operator who appeared having difficulty understanding the officers and a difficult time operating his jet-ski. The operator was told to bring the jet-ski to the Baldwin Bridge Access Area which he did. The subject had difficulty walking and had an odor of alcohol beverages. Officer Tavares conducted a series of field sobriety tests on the subject which he failed. The subject was placed under arrest and transported to the Old Saybrook Police Dept. for processing. The subject refused to take a breath test once at the police department. He was charged with Operating a Vessel Under the Influence and Reckless Boating in the second degree.
