Help on idea

Ok guys so I have an idea that may or may not be crazy. I dont know if anyone else does this but I want to to some surf-casting for smallies on lake Michigan. So my first question is does anyone do this and how would one go about it. Second question is how to make an ideal smallie freshwater surf-casting rod, If the idea is even plausible.
