The Raiders placed last year's league MVP on injured reserve, ending his disappointing 2003 campaign.
The 37-year-old was injured during Oakland's 17-10 loss to Kansas City on October 20.
He is still unable to release a pass, so the 16-year NFL veteran has decided to have the surgery now and end his season.
One year after breaking the league's record for completed passes with 418 and leading the NFL in passing yards with 4,689, Gannon and the Raiders have fallen on hard times this season.
He was just 125-of-225 for 1,274 yards with six touchdowns and a completion percentage of 5.6 this season.
Gannon also threw four interceptions and was sacked 17 times for a 73.5 quarterback rating.
Oakland is 2-7 this season after advancing to the Super Bowl for the first time in 20 years last January.
Meanwhile, the New York Jets ([url "http://us.rd.yahoo.com/DailyNews/manual/*http://search.news.yahoo.com/search/news?p=%22New%20York%20Jets%22&c=&n=20&yn=c&c=news&cs=nw"][#0000ff]news[/#0000ff][/url]) placed receiver Wayne Chrebet ([url "http://us.rd.yahoo.com/DailyNews/nfl/*http://search.news.yahoo.com/search/news?p=%22Wayne%20Chrebet%22&c=&n=20&yn=c&c=news&cs=nw"][#0000ff]news[/#0000ff][/url]) on injured reserve, effectively ending his season due to post-concussion syndrome.

Although his syndrome is considered mild, the team feels the only way he will improve is with complete rest.
