I forgot while posting and was reminded in a PM that there is an area of Tribal Land on Rock Creek that requires a guide to fish. Here's the details on the regs on Rock Creek
6. Rock Creek Recreation Area
a. Rock Creek Recreation Area is Day Use Only. Overnight Camping is
STRICTLY PROHIBITED.
b. Permit holders are restricted to a 150 foot recreational buffer, from the middle
of the river to 75 feet on either bank.
c. Special Permit required, from Ute Indian Tribe Outfitting & Guide Services,
for Upper Rock Creek (From Farm Creek Bridge north to the Forest Service
Boundary) – Visit

d. Angling at Rock Creek Recreation area is limited to Flies and Lures ONLY
e. Angling at Rock Creek Recreation area is limited to Catch-and-Release
ONLY.
So stay in the National Forest if you just have the Utah License and stay below Farm Bridge Bridge even if you have a Tribal Permit.
