The officers job is to decide if he thinks a law has been broken. It will be up to the court/judge to decide if the citation is valid or not.
Showing the officer the document stating the requirements of the law will not show the officer proof of the actual weight of the trailer. All the officer needs to do is THINK it weighs more than 750 pounds and he can issue the ticket. You then will be required to appear in court and prove to the judges satisfaction that your trailer doesn't need to be registered because of it weighing less than 750 pounds.
You could gently try to persuade the officer that your trailer is under the weight limit requiring registration, but telling the officer to piss off will accomplish nothing.
I agree with you that this new this year attack on unlicensed boat trailers is underhanded and sucks big time, but I don't think making a law enforcement officer mad is ever a good idea.
