Floating the Weber Above Echo?

I recently acquired an inflatable pontoon boat boat and would like to take it down the Weber river. I know people float the stretch below echo reservoir but is it possible to flow the stretch above?

I'd love to get some good fly fishing in this year before the season is out so any info would be helpful.
