Safe ice at panguitch

I got a report today from a friend who said panguitch lake has safe ice. And he caught a bunch of rainbows the two biggest at 22"

He did not say but I've fished with him a bunch of times and I know his tackle box. What's usually works there is a 1/6 Oz white tube with an orange rat tail. They can be purchased at Walmart fairly cheap. Tip with bait of choice. Or I've also had really good luck with one of tube dudes wobble jigs. There are lots of scuds in the reservoir (green) just match one and they do really well.
