I bought the letters at Walmart and then a piece of plexiglass at Home Depot. I cut the plexiglass to the length and width I wanted then attached the numbers. I drilled hole across the top and then used zip ties to attach to the frame. It works but is not ideal. I have cracked the plexiglass in a couple places and have used clear boxing tape to fix it. I think a piece of aluminum or vynal siding would work better.

I use same material you see on campaign lawn signs with string. It was super cheap at home depot, easy to cut, easy to put holes in for the string, and very durable over the past few years.

I have used the plastic cardboard and attach Velcro straps. I remove when transporting.

Just a thought here: Would it not be possible to cut a stencil for the numbers and then apply a rubberized "paint" like Flex-seal? Add a square of the same for the decal, and voila!

I used dark plexi glass as plates and attached the white numbers to the plexi glass. To attach these I used Velcro at first. Then I used zip ties to attach them to my motor mount/rack.

You have to register a small pontoon? Are are the laws on that?

If you put a motor on it you must register it.
