On Saturday several of us witnessed the angler in the attached pictures fishing illegally. Trolling by himself with at times 5-6 lines in the water including was seen while trolling casting the shoreline. In the attached pictures depending on the picture I can make out at least 4 lines in the water.
I tried to inform the individual he can only troll two lines and if casting he can only troll one line. This individual has a heavy European accent and told me I didn't know how many licenses he had. I informed him will here in Utah you can only have one fishing license and only two lines in the water. Needless to say the conversation went south and I ended it by informing him I had his hull number and pictures and I was going to contact authorities. Which I did and hopefully they have contacted this individual. So just in case this individual goes to another body of water I just want to inform others.
Hull number on the boat is UT 0374 SD.

He is a better angler than I am. I couldn't get that many rods in the water, while steering the boat, without creating a tangled mess.

It's funny how often an accent turns extra heavy and then into "Sorry, no English" when you start talking fishing regulations with anyone who speaks English as a second language.

Bump...
The CO was finally after numerous attempts able to make contact this individual and got his side of the story...so here you go...
The individual stated to the CO he didn't know the laws and was using his Sons license so he believed he could troll more lines. CO told him that was illegal and also told him harvesting Tiger Muskies from Pineview was also illegal. The CO issued him a citation for Unlawful taking of protected wildlife.
This individual also believed he should only have been given a warning as he stated to CO he didn't know what he was doing was illegal and stated he didn't know the laws.
Hmmmm is all's I'll say about not knowing...

Hard to pull off ignorance when more than ample opportunities exist all over from the web to all license outlets having paper copies of the proclamations available. Personal opinion on this is the guy is blowing smoke.

[#0000FF]I have chatted with several DWR COs about the "language" problems they encounter. There are some waters...like Utah Lake...where there are large numbers of anglers who do not speak English well and try to use that as an excuse for not having a license or for violating regulations.
In many cases the language barrier is nothing more than a well calculated excuse. The violators know full well when they are subject to a citation. And in most cases they speak far better English than they care to admit. One CO told of walking away from an angler who acted totally unable to comprehend...only to hear him speaking flawless English on his cell phone a couple of minutes later.
BUSTED.
I remember the days (long ago) when we were required to wear our fishing licenses in plain view, so that officers could see at a glance that we were properly licensed. Now if we could have a requirement that all persons buying a license had to pass a test...like drivers' licenses...and wear that license outside for easy viewing...I wonder what that would do to reduce the "ignorance".
There are some states that have that requirement.

Good on you K2, glad that he was cited.
I spend winters in southern Utah and fish the community ponds a couple of times a week (fly and bubble and catch and release). I can't tell you the number of times I see people take WAY over the limit of fish (limit is 2 fish). I also noticed a sign recently with a phone number on it to report violations, think I'll start using it.

As you should. If more folks would take the time to call in violations with a description of what they witnessed including pictures and if possible hull numbers or plate numbers I believe we'd see some results in peoples attitudes maybe not right away but as the word gets spread through the perps contacts. The DNR COs have a tough job and are spread thin and I believe they try their best. Giving them all the info one can really helps.

Just put the kids in the boat. Then let them play on the iphone while you put out your six lines. Take extra batteries for the iphones. I have found you have to make very gradual turns with a lot of lines out. And not too close to shore. And best to use lures that float. And the marginal return for more than three lines vs aggravation is low when trying to run a tiller and downrigger.

Way to go K2 !! I count 6 lines out of that boat. Like something you might see on a charter offshore boat [:/].
Several years ago, when I still had my Lund 1700 Pro Sport, I was slow trolling south along the west wall at Willard, and there was another boat about 300 yards ahead of me. It was mid week, summer time, and I think we may have been the 2 boats on that side of WB. I only saw one guy in the boat, but could see the sun reflecting off of what looked like 3 or 4 poles. I never had the chance get close enough to get his hull #. One of the DNR CO's was driving the top of the dike, and at about the light pole, stopped, watched him thru binos, then waved him over to the rocks. Made him toss the CO a rope, the CO pulled him in closer, tied the rope off to a big boulder, then proceeded to very tactfully inform the angler he was breaking the law.
I think the CO may have even been ready to let him go with a warning if he put all but one pole away. But the CO then noticed numerous violations in the boat itself, and a cooler full of Wiper, DEAD, and way over the limit. As I very slowly trolled by I heard the CO tell the guy to meet him at the south marina ramps. I think he actually made the guy get off the water. What happen after I have no idea. But I was glad to see my fishing license money at work...............[sly] [fishin]

I have fished 6 lines, but with enough people in the boat for it to be legal.
I find that a mix of deep and shallow lures with differing setback distances is how to make it work.
A couple short, a couple long and a couple mid distance with the closer ones running deepest and the longest right on top.
