Starvy number?

Is there a new number for starvation? The number doesn't have conditions on it, just says "nobody available to take your call".. Is there another number or does any of know what the ice is like in Knight's Hollow?

drove by it a couple of hours ago, mostly open water with skim ice starting to from in a few areas.

No did not fish Pelican, We were rabbit Hunting south of it,but we drove by it every day and there was 4 or 5 groups ice fishing it.
