Chubs?

I'm needing to find some small chubs, carp, or suckers for bait. I realize that there are not currently available at the sporting good stores so I'm on the hunt to get some on my own. I would prefer chubs or other fish under 8" but would still go after larger ones if that is all there is available. Is Scofield my best bet, strawberry? Just a worm under a bobber from shore or do I need to go out in a boat? Is there a specific area to try this time a year. I know I'm asking a lot, but if anyone has some advise I would really appreciate it. PM would be preferred. Thanks!
