Highland glen and cast nets?

So I went down to Highland Glen Park tonight to see if I could get any rainbows or anything else that would bite. Got there around 6:00 and it was packed with people all around the pond. Started off using a spinner but after a little bit just put on a bobber and a hook with a worm to see if I could get some bluegills. I went to the north end of the pond and could see them well and just had to cast near them and they would bite. As I was walking there some kids were on one of the docks and they had had great success catching rainbows and bluegills earlier in the day. They had about 10 rainbows in a bucket. After a few catches I tried to help my friend catch him one we couldn't get him one before it turned dark. As we were walking to our truck we saw some koi in the water and my friend was wondering if it is legal to try to get one with a castnet. I looked on the DWR website but didn't see much about it. If anyone has any knowledge of this all help is appreciated.

Read page 18 of the fishing guidebook. "Taking nongame fish." You can use just about anything to catch them, but it also states you have to kill them or release them back into the water. I say this as I imagine your friend wants to take them home for a pond or aquarium.

You can buy them. You can own them. But you cannot catch them to keep them in your own pond.
